Canada's 2026 immigration system is smaller, stricter and more targeted than it has been in a decade. Permanent residence admissions are holding steady at 380,000 per year, but new temporary resident arrivals have been cut by roughly 43%, international student admissions by nearly half, and Express Entry now runs on a substantially revised list of priority occupations.

Yes, Canada has changed a great deal in 2026, and much of what is circulating in India about it is only half accurate. This guide sets out what has actually changed, in plain terms, with the current official figures.

Is Canada Still Accepting Immigrants in 2026?

Yes. Canada will admit 380,000 permanent residents in 2026, the same number as 2027 and 2028. What Canada has cut is temporary immigration, not permanent residence.

This distinction matters more than any other point in this article, because the two are constantly confused. Permanent residence targets have been held completely steady. Temporary entry — students and temporary workers — has been reduced sharply.

The government's stated aim is to bring Canada's temporary resident population below 5% of the national population by the end of 2027.

So, if you read that "Canada has closed its doors," the accurate version is narrower: Canada has made it considerably harder to enter temporarily, while keeping the permanent residence door open at the same width as before.

Is Canada Reducing PR in 2026?

No. PR numbers are unchanged, and economic immigration is actually growing as a share of them.

By 2027–2028, economic-class applicants will make up roughly 64% of all permanent residence admissions, with extra space allocated to the Federal Skilled Worker Program and to Provincial Nominee Programs. Francophone immigration outside Quebec is targeted to reach 10.5% by 2028.

The plan also includes two transition measures for people already in Canada: around 115,000 protected persons moving to permanent residence, and up to 33,000 temporary workers being fast-tracked to PR across 2026 and 2027.

The direction is clear enough. Canada would rather grant permanent residence to people already contributing in the country than admit new temporary residents.

What Are the New Express Entry Rules in 2026?

IRCC added five new priority categories, renewed five existing ones, removed agriculture, and doubled the minimum work experience requirement from six months to one year.

This is the single most important change for skilled applicants, so it is worth going through carefully.

Agriculture and agri-food was dropped. It is the only category from the 2025 list not carried forward.

The change most people miss

For the renewed categories, you now need 12 months of work experience instead of six. If you checked your eligibility in 2025 and qualified on six months, you may no longer qualify today. This is the first thing to re-verify.

Do Job Offers Still Give CRS Points in 2026?

No. Bonus CRS points for a job offer were removed on 25 March 2025 and have not returned.

IRCC has said it intends to bring back a narrower version — limited to high-wage occupations, Canadian work experience in those roles, and people certified in regulated professions. That intention was set out in its 2026–27 Departmental Plan in March 2026.

As of September 2026, however, this remains a proposal under consultation. It is not in force. If a consultant tells you a job offer will currently add points to your CRS score, that information is out of date.

What CRS Score Do You Need for Canada PR in 2026?

It depends entirely on which draw you qualify for. General draws have been well above 500. Targeted category draws have gone as low as the 200s.

Which Jobs Are in Demand for Canada PR in 2026?

Healthcare, STEM, trades, transport, education, and French-language speakers.

These are the areas where Canada is actively holding targeted draws with lower cut-offs. Within them, the strongest positions in 2026 belong to medical doctors and researchers with Canadian experience, senior managers in the listed NOC codes, and candidates in transport occupations, since these are the newly added categories with less accumulated competition in the pool.

How Much Money Do You Need for a Canada Study Permit in 2026?

A single applicant studying outside Quebec must show CAD $23,448 in living-expense funds for applications submitted on or after 1 September 2026.

This figure covers living expenses only. Tuition and travel costs must be shown separately, on top of it.

The previous threshold was $22,895, so this is an increase of $553. IRCC recalculates this every spring and applies the new figure each 1 September. Quebec sets its own requirements through the CAQ system and is not covered by these numbers.

Are Canada Study Permit Rules Stricter in 2026?

Yes, considerably. Enforcement has tightened alongside the near-halving of student admissions.

Two developments took effect around September 2026:

Compliance investigations on higher-risk cases. IRCC has begun investigating study permit extension applications flagged as higher risk, with particular attention to cases originally processed under the Student Direct Stream, which closed on 8 November 2024. A 2026 audit linked that stream to a disproportionate share of confirmed fraud cases.

Centralised verification of acceptance letters. Where a Letter of Acceptance check returns no match, IRCC issues a procedural fairness letter. Failing to respond properly can lead to a refusal on grounds of misrepresentation, which carries consequences for any future Canadian application.

This does not mean every student is being investigated. It does mean documentation accuracy now carries far higher stakes than it did two years ago.

One rule did get simpler. From 1 April 2026, students no longer need a separate co-op work permit for a required program placement. A valid study permit now covers it, provided the placement is required by the program and makes up half of it or less.

What Are the PGWP Rules for 2026?

A language test is mandatory, your program must be PGWP-eligible, and you must apply within 180 days of graduating.

Check each of these before you choose a program, not after:

• Language test required with every application — CLB 7 for university degree graduates, CLB 5 for college graduates, across all four skills.
• Test results expire after two years. A test you took for admission may well be invalid by the time you graduate.
• Non-degree programs (diploma, certificate, post-graduate certificate) must be in an IRCC-approved field of study.
• Master's graduates can receive a three-year PGWP regardless of program length, as long as the program ran at least eight months.
• Studying outside Canada reduces your PGWP length, with an in-Canada attendance requirement applying to newer applicants.

Choosing a program without first confirming its PGWP eligibility is the most expensive avoidable mistake in the 2026 system.

How Long Does Canada PR Take in 2026?

About six to seven months through Express Entry, once you have submitted a complete application after an invitation.

That clock starts at the application, not at profile creation. The time spent in the pool waiting for an invitation is separate and varies widely depending on your score and category.

Two figures deserve particular attention. Citizenship certificate processing has deteriorated badly, rising from roughly 10 months in March 2026 to 33 months by September, with the queue growing from about 50,900 to 136,000 people. And caregiver PR at roughly 76 months is more than six years, which makes it impractical as a primary route for most new applicants.

More encouragingly, spousal and parent sponsorship times have been improving month on month.

What Else Changed in Canadian Immigration in 2026?

A few further changes worth knowing:

• Hong Kong PR pathways closed to new applications after 31 August 2026. Applications filed on or before that date are still being processed.
• The Start-Up Visa optional work permit stopped accepting new applications from 19 December 2025. With SUV processing currently running beyond ten years, it is not a realistic route for most applicants.
• Nova Scotia introduced PNP application fees from 1 September 2026 — CAD $1,000 for worker streams and CAD $2,000 for entrepreneur streams. Submitting an Expression of Interest remains free.
• Advanced LINC and CLIC language training (CLB levels 5–8) is being phased out, with federal funding concentrated on beginner levels. Newcomers needing advanced English or French will increasingly need provincial, college or self-funded options.

What Does This Mean If You're Applying From India?

Three things follow for skilled professionals and students in Ahmedabad, Pune and across Gujarat and Maharashtra.

If you are a skilled professional, your route now depends far more on category fit than on raw score. PR targets have not dropped and economic immigration is rising as a share of them. Confirm which 2026 category you fall into, and check that you clear the new 12-month experience requirement.

If you are a student, costs and scrutiny have both risen, and student admissions have been cut by nearly half. The route remains open, but program selection now directly determines whether you can work in Canada afterwards. Verify PGWP eligibility before you accept an offer.

If you are already in Canada temporarily, current policy actively favours you. Both transition measures in the Levels Plan point toward granting PR to people already in the country.
